The first known reference for this proverb is not from Rome or Italy, but from Belgium. ‘Rome ne fu pas faite toute en un jour’, this phrase was first captured in a medieval French poem dating to 1190. Around three centuries later, in 1538, playwright and author John Heywood included it in his work, A Dialogue Containing the Number in Effect of all the Proverbs in the English Tongue, as, ‘Rome was not bylt on a daie (quoth he) and yet stood Tyll it was fynysht’. 

Since then, the use of this proverb has increased considerably. Many theories and interpretations have been made stating the actual meaning of this proverb.
