The Popular Phrase “Rules Are Made to be Broken” But ...... Why?
Rules are made to be broken because if everyone restricts themselves within the
bounds of given rules, then no one able to achieve what they desire. “If you follow the rules, it will direct you where others want you to reach.
If you break the rules, you will reach your own created destiny.” That doesn’t suggest we should break the rules for the mere goal of breaking them. We should only break rules for the betterment of society.
But often, that’s not the case. We break the rules that are formulated for the
betterment of society. We defy the rule that are made for our well-being and safety.
We ruin monuments by carving on the walls our endless love for someone. We drive without wearing seatbelts and use cell phones while driving. We spit and litter in public places. We disobey all limits — speed, drinking, the decibel level of horns, number of passengers on vehicles.
If Rules are Meant to keep Things Simple in our Lives and Easier to Control, Why do we End up Breaking them?
They also feel smarter and more capable, in general. The second one is a brief sense of freedom from all rules—a view outside the proverbial box. In this freer mindset, we may make random, remote associations that aren't apparent when we're rule-bound.

If Rules are Meant to keep Things Simple in our Lives and Easier to Control, Why do we End up Breaking them?
The reasons are:
According to Psychology - Today, Rule-breaking offers two rewards. The first one is a cheater's high: A study at the University of Washington exhibited that people think they'll feel guilty or embarrassed after cheating, but often find themselves in an unexpectedly good mood.

According to The Hindu - Psychologists have found that rule-breaking makes people feel dominant, smart, innovative. You break rules, you feel macho — “See, I gamed the system!”
Also, one who puts his feet on the seat in front at the theatre, smokes in public, parks on the speed-breaker and shouts at workers is thought of as a guy who “gets people to listen.”
Breaking one rule, say, jumping a queue, gives you a sense of freedom from all rules. One offender said, “It’s healthy to let off steam once in a while, you know.” When a minor crashed the family BMW into a median, the parent claimed, “He can’t help it, it’s his hormones.”
A study by Josephson Institute found that when asked if lying and cheating were necessary to succeed in life, more than 50% of young people are likely to say “Yes!”
There are many reasons for breaking rules, the possibilities are endless, some
people break the rules because they believe that the rules are too strict or too
stupid. some break rules because they think the rules don’t apply to them or to save their time and there may be situations where that might justify a rule being broken, for example, a medical emergency.
Conclusion
Breaking rules cannot be justifiable in any case, there is no excuse for breaking
rules. No violation of the law is legitimate and we must follow rules because it is the most honorable thing to do.

By following rules, we can not only reduce chaos and ensure safety. Yes, authorities are everywhere to ensure that rules are followed by people, but ultimately it is our responsibility to follow rules. We must be honest and should follow rules.
